Home Improvement Program
Pueblo/SIHA Home Improvement And Emergency Repair Program
The program consists of two projects; a Home Improvement Program for non-low-income households and an emergency repair program for low-income residents.
A maximum of $7,500 in grant funding for home repairs will made available for qualified households served by both projects. The assistance will be provided in the form of payment for services by a contractor selected by SIHA to perform approved work or a reimbursement for documented rehabilitation services provided by an approved contractor that occurred between July 1, 2020 and November 30, 2020.
HOME IMPROVEMENT PROGRAM
The Home Improvement Program—funded with $400,000 in Pueblo ARP funds—is open to all Pueblo Members regardless of income. It will serve up to fifty households.
Any Home Improvement Member wants to make is an eligible use of program funds.
The Pueblo will match each dollar a participant contributes to their Home Improvement project up to a maximum of $7,500.
Residents who have personally paid for any Home Improvement since July 1, 2022, may submit evidence of paid repairs and receive a support payment of half the amount of the project cost as a cash grant.
EMERGENCY REPAIR PROGRAM
The Emergency Repair Program—funded with $100,000 in Pueblo ARP funds and $75,000 in SIHA ARP funding is only open to low-income tribal members. SIHA will make the determination of income-eligibility based on the information provided in the program application. The Emergency Repair program does NOT require a financial match. Around twenty-five homeowners will be served by this program.
Project funding is limited ONLY to making COVID-related home repairs. Immediate “emergency public health and home safety concerns” addressed by this project are limited to:
- Repairing damage to items that clearly create a hazard to the life, health, or safety of the occupants or cause serious damage to the property will have priority over other requests.
- Improvements will include such installations as: electrical and plumbing fixtures, including sewer lines; heating and cooling systems; minor roof repairs; broken or dangerous household fixtures; mold remediation; ventilation, and insulation. Repairs other than those mentioned will be evaluated as “emergencies” on a case-by-case basis.
- Rehabilitation of homes to make them accessible to persons with disabilities including bathroom(s), doorways, entrance ramps, etc.
Participant Selection
SIHA will begin accepting applications for both programs beginning December 1, 2022. The applications can be accessed on the SIHA website or picked up at the SIHA office. Rehabilitation services will be provided to eligible selected applicants on a first-come, first-served basis.
Participant Eligibility Selection
Tribal Members who are heads of household, with a permanent residence on- or off- the Pueblo, who apply for assistance funded by the SIHA will have to meet eligibility standards established by the Pueblo and SIHA. At a minimum, participants must:
- Complete an application form;
- Document tribal membersh
- Accurately document household income;
- Document that the home to be repaired is their primary residence; and
- Be current in any housing payments owed SIHA or debts to the Pueblo;
- Household must execute standard Rehabilitation Services and/or Maintenance Agreements with SIHA; and
- Upper income households are required to match Pueblo funds granted.
